The ACP has revised its formula for calculating PBP 2011 entry quotas. Based on comments from us and other countries, the policy is meant to be more equitable to countries that host ACP brevets every year.

While the actual formula has not yet been published, here is our understanding. Each country will have a basic quota based on that country's number of entrants and finishers in PBP 2007. Each country will then have an additional allocation based on the number kilometers homologated for it in 2010. (So a rider's 1000k finish would count for five times as much as a 200k finish.) It is meant to take into account a country's growth since PBP'07.

This reinforces our earlier advice to RBAs to schedule at least one ACP brevet series in 2010, and to schedule all your brevets that fit the ACP distances as ACP-sanctioned. Having folks ride more ACP brevets in 2010 helps our quota. Remember that your last chance to submit ACP-sanctioned events for 2010 is September 30.

For riders, the ACP indicates that if someone rides more and longer ACP brevets in 2010, that rider will have a registration priority over other riders in that country who ride fewer, shorter ACP brevets. (That means, an American rider can move him/herself up within the American quota by riding more and longer brevets.)

RBAs should not feel the need to schedule more events than they can comfortably handle. Riders should not feel the need to ride more events than they can comfortably accommodate in order to have a chance of going to PBP in 2011. The ratio of our quota to rider demand has yet to be seen. And of course the ACP may refine or revise these provisions as time goes on.

Still, we hope this information will allow riders to better plan for 2011.

This email was sent by Jean-Gualbert FABUREL on April 5, 2009 to RM member countries. In it, he announces the ACP's plans for limiting entries to PBP 2011. The full text of his message (in English and French) can be seen below.

Hello,

I would like to inform you that the Board of the Audax Club Parisien decided during its last meeting on April 1st, to establish a way of limiting the number of entries for the Paris-Brest-Paris 2011 for safety and quality of organization reasons.

In 2007, you noticed saturation in some controls and if the growth between 2003 and 2007 is confirmed in 2011, it would be impossible to maintain good conditions for participation without changing the overall organization of this randonnee. We will work during the coming months to find a way to welcome all those who want to participate but if it is not possible, the Audax Club Parisien prepares conditions for limitation.

This limitation should be done at two levels:

  • Collective: we would like to define a quota of participants per country so you can communicate on this limit and you can organize several months before PBP. We would like to give places for new comers without disadvantaging the former countries, while taking into account the progress of each country.
  • Individual: we would like to encourage people who attend your organizations while avoiding the imposition of selection criteria far more stringent than in previous editions.

To set the quota per country, it will be calculated while using the number of entrants in 2007, the limit in 2011 and according the evolution of homologations in the country between 2006 and 2010.

This method is easy to communicate and immediately provides figures in January 2011. It promotes strong countries but leaves places for new entrants because the calculation of the quota is made only for countries which registered more than 50 people in 2007.

The calculation formula is as follows:

For randonneurs, pre-registration via the Internet will allow people who made BRM in 2010 to reserve their participation for Paris-Brest-Paris. Longer is the homologated BRM distance and earlier they wil be able to pre-register. For example:

  • With a BRM 400 km in 2010, they may register from 15 April 2011.
  • With a BRM 300 km in 2010, they may register from 01 May 2011.
  • With a BRM 200 km in 2010, they may register from 15 May 2011.
  • by not realizing a BRM in 2010, they could not register until June 01, 2011.

These dates are still to be defined and will be communicated early 2011.

The series of 4 BRM (200, 300, 400 and 600) homologated in 2011 is still required to register for PBP 2011.

Pre-registration will be conducted by individual. Entries may be centralized as some of you have did it in 2007.

Je vous informe que le comité directeur de l'Audax Club Parisien a décidé lors de sa dernière réunion, le mercredi 01 avril 2009, de mettre en place une possibilité de limiter le nombre d'inscrits pour le Paris-Brest-Paris 2011 dans un souci de sécurité et de qualité d'organisation.

En 2007, vous avez remarqué la saturation de certains contrôles et si la croissance entre 2003 et 2007 devait se confirmer en 2011, il serait impossible de conserver des conditions correctes de participation sans modifier l'organisation générale de cette randonnée. Un gros travail sera fait au cours des prochains mois pour trouver les moyens d'accueillir tout ceux qui souhaitent participer mais dans le cas où cela ne serait pas possible, l'Audax Club Parisien prépare les conditions de limitations.

Cette limitation doit se faire à deux niveaux :

  • Collectif : il s'agit de définir un quota de participants par pays pour que vous puissiez communiquer sur une limitation et puissiez vous organiser en connaissant plusieurs mois avant PBP le nombre de personnes que vous pourrez inscrire. Nous devons laisser de la place aux nouveaux pays sans défavoriser les anciens et tout en prenant en compte la progression de chaque pays.
  • Individuel : il s'agira de favoriser les personnes assidues à vos organisations tout en évitant d'imposer des critères de sélections beaucoup plus contraignants que lors des éditions précédentes.

Pour définir le quota par pays, il a été décidé de partir du nombre d'inscrits du pays en 2007 et de le faire varier en fonction de la progression du nombre total de participants entre 2007 et 2011 et en fonction de l'évolution des homologations dans le pays entre 2006 et 2010.

L'avantage de cette méthode est de pouvoir communiquer sur le calcul immédiatement et de fournir des chiffres dès le mois de janvier 2011. Elle favorise les pays en forte progression mais laisse de la place aux nouveaux venus car le calcul du quota se fait uniquement sur les pays ayant inscrits plus de 50 personnes en 2007.

La formule de calcul serait la suivante :

Au niveau des randonneurs, des pré-inscriptions par internet permettront aux personnes ayant réalisé des BRM en 2010 de réserver leur participation au Paris-Brest-Paris. Plus la distance du BRM homologué sera longue et plus ils pourront se pré-inscrire tôt. Par exemple :

  • en réalisant un BRM de 400 km en 2010, ils pourront s'inscrire à partir du 15 avril 2011.
  • en réalisant un BRM de 300 km en 2010, ils pourront s'inscrire à partir du 01 mai 2011.
  • en réalisant un brevet de 200 km en 2010, ils pourront s'inscrire à partir du 15 mai 2011.
  • en ne réalisant pas de BRM en 2010, ils ne pourront s'inscrire qu'à partir du 01 juin 2011.

Ces dates sont encore à définir et serons communiquées début 2011.

La série de 4 BRM (200, 300, 400 et 600) homologués en 2011 sera conservée comme qualificatif pour le PBP 2011.

Les pré-inscriptions seront effectuées individuellement par les randonneurs. Les inscriptions pourront être centralisées comme certains d'entre vous l'ont fait en 2007.
