1. Flèche-USA Rules being refined and clarified for benefit of 2004 flèche teams.
2. Flèche-USA Committee organized to advise RBA's on flèche issues - Mark Thomas to chair.
3. RUSA Volunteer Polo Shirt now available for purchase by RBA's to provide to their volunteers.
4. Bylaws Amended for Ballot Distribution to include other than first-class US mail distribution of ballots.
